The next meeting of the Plenum of the Supreme Court of the Republic of Azerbaijan was held on October 7, 2025. The Chairman of the Supreme Court of the Nakhchivan Autonomous Republic, member of the Judicial and Legal Council, Saadat Bektashi, participated in the meeting.

The meeting discussed amendments to the plenum decisions on the composition of the judicial panels of the Supreme Court, the composition of the court on the review of judicial acts that have entered into legal force in newly opened cases and in the additional cassation procedure, and the composition of the court on the review of complaints on disputes regarding the jurisdiction of the court in the court of cassation in a mixed composition consisting of judges from civil, commercial and administrative panels.

The meeting also discussed the draft Resolution of the Plenum of the Supreme Court “On the Protection of Personal (Non-Property) Rights”.

At the same time, the draft Resolution of the Plenum of the Supreme Court of the Republic of Azerbaijan on amendments and additions to the Resolution No. 14 of the Plenum of the Supreme Court of the Republic of Azerbaijan “On temporary protective measures applied in court in cases of administrative disputes” dated October 4, 2023 was discussed and a corresponding decision was adopted.

Then, information was heard on the issues of judicial practice of applying legislation in the Baku Administrative Court in 2024 and the first half of 2025 and on the implementation of justice.

The meeting considered the issue of amendments to the Resolution No. 4 of the Plenum of the Supreme Court of the Republic of Azerbaijan “On the appointment of members of the Specialized Commission of Lawyers who are judges”, as well as specific cases.
